I have trim boards to install that will cap over exposed block foundation. What ways should I attach these? They will be primed and painted when installed.

You can also use Tapcon masonry screws.  Pre drill. Countersink if you want to hide screw heads with wood filler or Bondo.

Can vinyl shutters be painted? We have some shutters that were black but have since become very faded.

Yes vinyl shutters can absolutely be painted, although maintenance will be required again with normal wear & tear and exposure to the elements. Have you considered replacing them with a low mainte ... read more
