The only problem I have is that the monetary value for what was done was a little too high They replace apart and did a wash which cost almost $250 and I still have doubts myair-conditioning is going to work to its fullest when it’s really hot outside

My handyman recently shared with me that he thinks I have some structural damage in my basement from a minor flood a few years back...

I would recommend hiring a structural engineer to review and recmmend repairs not something you should let go. 
is it standard to hold a cooling unit up by a belt to prevent it from leaning? this belt slipped and was tighten to again to prevent it from leaking

A belt doesn't sound like the proper material to hold anything related to air conditioning
