All concrete has cracks. The difference is if it leaking or getting worse. Call the local wterproofing or mudd jacking contractor for a site visit.
What kind of insulation is needed in the attic of my 2-story brick town house so that the 2nd floor bedrooms are as cool as the basement and 1st floor?

R-49 also ventilation is very important to have soffit vent as well as roof vent to keep
the attic cool and dry.
