After all conditions are cleared and the lender issues a full loan approval. Next step is to schedule the closing which can take place anywhere you like. Most refinances are closed at the comfort of your home. A purchase closing usually takes place at the title company’s office. At the closing, the lender “funds” the loan with a cashier’s check, draft, or a wire to the closing agent, who disburses funds to the appropriate parties. What trade is responsible for the installation of gutters on new home construction?

A gutter installer.  Some times a siding installer will, but usually it's a separate trade.
We're redoing my parents roof and their chimney needs some repair work as well. Is it better to do the masonry work before or after we do the rest of the roof?

It is always better to repair the chimney prior to any roofing work. This way the new roof doesn't get damaged.
