how can I leave a review on this sight about a bogus contractor?

What do you mean by bogus?  Is he not a real contractor, or did you have a bad experience with him?
is it standard to hold a cooling unit up by a belt to prevent it from leaning? this belt slipped and was tighten to again to prevent it from leaking

A belt doesn't sound like the proper material to hold anything related to air conditioning
