This really depents on how the exisitng garage is framed, but in most cases is could be possible. Would entail a new header and side studs, then then siding & trim. 
What trade is responsible for the installation of gutters on new home construction?

A gutter installer.  Some times a siding installer will, but usually it's a separate trade.
