Can I install a laminate wood flooring on top of existing laminate wood flooring? The existing laminate is glued on a concrete pad very well and there is enough room by the baseboards and doors for the new floor to exist without having spacing issues. The new floor would be a 12mm floating floor with a pad underneath.

A floating Luxury Vinyl Tile or Plank floor may fit your purpose.  They handle scratching well, are moisture resistant and avialible in a floating installation option.  

You would have to be extremely careful to remove all debris between the two floors as one piece of sand could cause a fair amount of damage.  Moisture that may come in through the door could get in between the top floor and cork also and would cause damage if not allowed to dry.  

Cork floors can be re-surfaced just as wood floors.  If you did experience some damage it may be repairable or you could have a re-finish option.

I would recommend a clik together flooring that would be floating over the cork. That way you can install and remove it easily and there should be no damage to the cork below.

What type of flooring could be installed over top of a cork floor that would both protect the cork floor underneath and be durable? We have two dogs and don't want their claws to tear up the cork floor. The area the cork floor is located is a high-traffic area from the backyard so the new flooring would need to stand up to possible dampness/dirt being tracked in from the outside and of course stand up to dog claws. We want to preserve the cork floors for when we eventually sell it.
