Company History

Founded in 1991 by its current President, Pete Loy, CEInc. is nearing it's seventeenth year in business. The company started out doing small repair jobs and some construction management consulting work. The "open for business" sign went out shortly after Pete obtained his SC residential builders license. At the time Pete's wife, Liz, was pregnant with their first child and Pete was essentially unemployed. Pete literally knocked on doors in order to find work. Mike Loy, Pete's father, soon joined the small firm and organized the administrative side of things while Pete performed sales, estimating and production. The remodeling and repair market was somewhat slow due to the large amount of newly completed work in the post hurricane Hugo era of 1989. CEInc. was able to capture a small but loyal number of clientele that insisted on quality, trust and service, all of which was lacking during the post Hugo construction bonanza.


In 1995 Pete and Mike attained their Certified Graduate Remodeler designations (two of a total of three in the lowcountry at the time). Pete had become Chairman of the local Remodelers Council.


The company relocated in 1999 to 521 Wando Lane to a larger office and shop facility. A full time Office Manager was hired and trained. Production personnel numbered eight. Pete was elected President of the local Home Builders Association.


By 2002 the company had moved to its current location 523 Wando Lane (next door) and leased the property from Mike Loy. There were four company owned vehicles. Liz Loy joined the company as Office Manager.


In 2006 sales had grown over 45% from the previous year. A Design-Build department was created and headed by Alice Nixon Burress, AIA, Architect. Rob Crawford, Salesman, was named Remodeler of the Year by the Charleston Trident Homebuilders Association. Warranty/call-back costs have averaged .4% of revenue for the past five years which is very low for this industry.


CEInc. is physically located in Mount Pleasant (charleston County), South Carolina. CEInc. serves clients in Mt. Pleasant, Isle of Palms, Sullivans Island, peninsular Charleston, West Ashley, James Island, the north area, Johns Island, and Kiawah/Seabrook. The largest industries in the tri-county are tourism, maritime port trade, health services, and manufacturing. The population is expanding with the Charleston area becoming a growing retirement community. CEInc's involvement is the South Carolina Aging In Place Coalition and the Certified Aging In Place Specialist (only one of two such designees in the area) is taking advantage of the aging baby boomer demographics.


CEInc.'s office/shop facility is located at 523 Wando Lane which is a light industrial area with good access to I-526 and Hwy 17N which allows a relatively short commute to our customer base and vendors. The building encompasses a 1,848 square foot office and 3,937 square foot shop area. Te current facility will allow for expansion. The shop is spacious, well lit, well ventilated, has central dust vacuum system and has a paint booth. The shop has its own climate controlled office area for production employees.

Scope of Work

Present - Repairs, remodeling and design-build... mostly residential with some commercial. The company's passion lies with doing projects that require technical problem solving skills, continuous daily clean-up of our job sites, and results driven client-to-contractor interaction. These jobs typically involve structural repairs and culminate with a high level of fine craftsmanship details in the finish work. These jobs range in price from $50,000 to $250,000 and take about one to five months to produce. There is limited competition for these types of jobs and we have established a reputation for being the best at doing them.


Future - Repairs, remodeling and design-build. Design-build jobs will account for an increasing share of overall volume. CEInc. recognizes the real opportunities for growth in this expanding market and is taking advantage of it's position as an industry leader as it moves forward in it's commitment/investment in growth. The Design-Build department will be the cornerstone for growth.

These remodeling and repair projects provide sustaining value to our clients.


Vision statement - Within the next three years Citadel Enterprises will grow three to five fold while providing remodeling, repairs and design-build projects with sustaining value to customers that demand quality, service and trust.

- Establishing systems that can be easily duplicated.
- Servicing our past customers to ensure loyalty which results in referrals and repeat business.
- Monitoring financial reports and customer satisfaction in order to evaluate the efficiency/effectiveness of operations and then making "course corrections" in a proactive manner.
- Establishing a finely tuned management system that will allow the company to operate without Pete's recurring presence.
- External factors for success: Continued growth in population to our target market, interest rates remain fairly low and stable, no more 9-11's, consumer confidence tied to home equity ratios and stock market growth, inflation to be kept in check, and an availability of qualified labor.
