Unfortunately it sound like your shower pan was installed incorrectly. Im afraid it will most likely have to be removed to start over again.
You didn't mention if the grout was colored. Be very careful to NOT use any bleach based products on any colored grouts. Something that works good on all types of grout is bon-ami mixed with vinegar. Dig out any caulk before doing this. Let completely dry after cleaning before applying any sealer and finally caulking. We like and use Impregnator tile sealer.
Not sure that anything will work at this time. That's usually addressed at time of installation.
Tile I presume?
I don't think so. Nothing that will last under heat, water and weight.

Hi Tammy, it sounds like you likely need a new shower base as Greg has mentioned. The best action would be to correct the problem, since water damage or mold can become very serious issues! A proper shower base should have a slight slope to it. Best of luck!
